In reply to your letter of to-day's date, I beg
to inform you that, having been born in Formosa, and not on
to British soil, I am unable, under our present regulations, re-register you as a British Subject.
You should, however,
inform the Commissioner for
Foreign Affairs that you were formerly registered as a British Subject in the British Consulate at Tamsui, and also in this Consulate, and show him the two Certificates which
I enolose herein.
This will prove that here was no intention on your part of deceiving the Chinese Officials as to your
nationality.
At the same time, you must understand that I do not
